Why is central govt instructing banks to send monthly pension slip to every pensioner?

Central pension authorities are mandating banks to ensure all civil pensioners receive monthly pension payment slips without fail. This directive follows numerous complaints about non-receipt, with slips containing vital financial details. Banks must now utilize email, SMS, and WhatsApp for timely delivery, ensuring clarity for all retirees.
Central Pension Accounting Office (CPAO) has urged all Central Pension Processing Centres (CPPCs) of authorised banks to ensure that every central civil pensioner and family pensioner receives their monthly pension payment slip without fail.
Department of Expenditure, Ministry of Finance, has said that it had issued this order after rising complaints from pensioners/family pensioners about the non-receipt of the pension payment slip.
How pensioners can get their pension slip
In a statement, Department of Expenditure said: “All CPPCs of authorised banks are once again instructed to invariably provide the pension payment slip to all central civil pensioners and family pensioners after the credit of pension/family pension through various available modes, including email. If email is not available, the same may be obtained from the pensioner so that the pension slip can be sent through e-mail also,”
Department of Expenditure issued pensioner-related letter in February 2024 too.
Despite earlier directions issued on February 28, 2024, the CPAO noted that it is still receiving complaints from pensioners regarding the non-receipt of their pension slips. These slips contain important details such as the credited pension amount, deductions, revisions, and the information about arrears many retirees rely on for their financial planning and record keeping.
“PPCs have been instructed to invariably issue pension slips to the pensioners after the credit of pension on their registered mobile number through SMS/WhatsApp and e-mail. The pension slip should be issued in a suitable and well-laid-out format and fonts for easy readability by pensioners of all ages,” Department of Expenditure had said in a statement at that time.
CPAO has reiterated its instructions and asked CPPCs to share the pension payment slip every month after the pension is credited. Banks have been told to use all available channels, including email, SMS, and other digital modes, to make sure the slip reaches the pensioner.

The new 12-digit PPO number is unique for each pensioner/family pensioner and it works as a reference number for any communication made to CPAO. Pensioners can check the status of their pension and lodge grievances through the 12-digit PPO number because the CPAO database recognises only the 12-digit PPO number.
What is CPAO’s SMS service?
With effect from January 15, 2016, CPAO started sending SMSes to pensioners to bring about better transparency in the system. CPAO has started the push SMS service under which a SMS is sent to the respective pensioner on the initiation or completion of a process related to pensions. The SMS is sent to a pensioner:
1. Upon the receipt of a new pensions case in CPAO.
2. Upon the dispatch of a new pension case, mentioning the date of dispatch and the speed post number for further tracking by the pensioner if he/she desires so.
3. Upon the receipt of the revision authority from PAO.
4. Upon the dispatch of the revision authority to bank from a CPAO mentioning the date and the speed post number for further tracking by a pensioner if they desire so.
5. Upon the registration of a grievance on the website of CPAO- https://cpao.nic.in by the pensioner themself.
6. Upon the registration of a grievance within CPAO by the grievance cell of CPAO.
7. Upon the disposal of an already registered grievance.
