Nov 3, 2025
Synopsis
Central and state government pensioners must submit a life certificate every November. This can be done online through the Jeevan Pramaan digital service. Jeevan Pramaan uses Aadhaar for biometric authentication. This ensures pension payments continue without delay. Pensioners need their mobile number and pension details. Remarried or re-employed individuals must submit manually.
November is the month of every year when all central and state government pensioners should submit their life certificate online or offline to continue receiving pension without any delay. There are many ways pensioners can submit a life certificate online.
Digital Life Certificate (DLC) for Pensioners Scheme of the Government of India is also known as Jeevan Pramaan.
Jeevan Pramaan (DLC) is a biometric-enabled digital service for pensioners. Pensioners of central and state governments can take the benefit of this facility.
Life certificate for pensioners: How you can submit your Jeevan Pramaan online and offline
Jeevan Pramaan uses the Aadhaar platform for the generation of Digital Life Certificates (DLCs) and stores them on the Jeevan Pramaan portal for enabling access to Pension Disbursing Authorities(PDAs).
Who is eligible to submit Jeevan Pramaan, i.e, Digital Life Certificate (DLC)?
A pensioner whose Pension Sanctioning Authority (PSA) is onboarded on to Jeevan Pramaan is eligible for Jeevan Pramaan.
Documents to keep handy before generating DLC
The mobile number and self-declared pension-related information such as their PPO number, pension account number, bank details, the name of the pension sanctioning authority, the pension disbursing authority, and so on. The pensioner additionally has to provide his or her biometrics (iris or fingerprint).
Who is not eligible to submit the digital life certificate?
Pensioners who have remarried or re-employed cannot submit a Digital Life Certificate (DLC) because their eligibility to continue receiving a pension, or the amount of pension/dearness relief they are entitled to, may be impacted by their new situation.
As the system is designed with a default assumption of "no re-employment" and "no re-marriage", so they must submit a life certificate manually along with other documents if required.
How digital life certificate works
Jeevan Pramaan uses the Aadhaar platform for biometric authentication of a pensioner.
A successful authentication generates the Digital Life Certificate which gets stored in the Life Certificate Repository. After a successful authentication a SMS acknowledgement is sent to your mobile number including your Jeevan Pramaan Certificate ID.
The certificates are stored in the Life Certificate Repository for making it available any time and anywhere for the pensioner and the Pension Disbursing Agency.
You can download a PDF copy of the certificate from the Jeevan Pramaan website by providing the Jeevan Pramaan ID.
Is this certificate valid?
Yes, Digital Life Certificate is a valid certificate and recognized under the IT Act. The system benefits the pensioner from having to go before the Pension disbursing Authority to prove that he/she is alive.
Is Electronic Jeevan Pramaan i.e DLC a must for the pensioner?
JeevanPramaan i.e DLC is an add on facility to the already existing ways of submission of Life Certificate.
I have received SMS on my mobile that my JeevaanPramaan is rejected, what should I do?
Contact your Pension Disbursing Agency. JeevanPramaan is rejected in case wrong particulars are provided by pensioner while generating the DLC. It is recommended that a new JeevanPramaan i.e Pramaan-ID be generated by providing all correct information and biometrics.
